The State of Reading in Indiana

Indiana’s 4th-grade reading scores on the National Assessment of Educational Progress (NAEP) show promising growth, with 2024 scores significantly higher than the national average. While this progress reflects the state’s commitment to literacy, there is still work to be done to ensure all students reach their full potential. As one of the most effective literacy interventions for struggling readers, high-dosage tutoring can play a key role in sustaining and accelerating this momentum.

To that end, the Indiana Department of Education (IDOE) and Secretary of Education, Dr. Katie Jenner, have established educational initiatives, including a statewide tutoring grant program for eligible families, to ensure 95% of 3rd-grade students in Indiana can read by 2027. Those initiatives involve

Key Policies and Funding Sources for High-Dosage Tutoring in Indiana

Indiana Learns

Indiana’s policies prioritize high-dosage tutoring, summer school learning, and other remediation efforts to improve literacy outcomes for struggling students.

Outlined in HEA 1251 (2022), Indiana Learns is an enrichment grant program designed to address pandemic-related learning loss.

In partnership with The Mind Trust, IDOE offers $1,000 per eligible student to access math and reading tutoring from an approved Learning Partner, an organization or school that:
  • Provides services outside of Tier 1 math and ELA instruction
  • Utilizes highly qualified tutors as defined by the IDOE
  • Maintains a 4:1 tutor-to-student ratio
  • Provides a minimum dosage of 60 min/week
  • Employs licensed or retired teachers as the service supervisor
The program was expanded in 2023 to include tutoring during the school day (e.g., during lunch or any instructional period except reading or math).

House Bill 1558 (2023)

  • Requires schools to adopt Science of Reading-aligned curricula or supplemental materials
  • Requires the Indiana State Board of Education (ISBOE) to establish and require literacy endorsements for certain educators
  • Read more about HB 1558 here ↗

Senate Bill 1 (2024)

  • Requires certain schools to offer summer school courses for students who are not reading proficient
  • Requires the retention of third-graders not passing evaluation as part of their reading deficiency remediation plans
  • Read more about SB 1 here ↗

Along with the Indy Summer Learning Labs program, the Indiana Learns program is a state program that could be funded in the upcoming budget.

IDOE and Secretary of Education Katie Jenner have indicated that they intend to evaluate the academic impact of Indiana Learns ahead of any budgetary asks to the General Assembly and make a case for these programs based on student growth data.

Why OnYourMark for High-Dosage Tutoring in Indiana?

Gold state of Indiana with a blue star and a map pin. An arrow pointing from the pin to a logo of The PATH School.

Because learning to read is at the heart of education, but only one-third of students in the U.S. read at grade level. Being able to read on grade level by third grade is a strong predictor of future student success. Research proves a link between failure to reach this milestone and higher rates of high school dropout, severely limiting opportunities for success.

OnYourMark Education exists to close the literacy gap for students by building foundational literacy skills to help all students become strong readers. We partner with schools to strengthen their existing literacy instruction for Tier 2 and Tier 3 students by providing high-dosage live virtual literacy tutoring to students during the school day. Our skilled tutors deliver personalized and engaging Science of Reading-based curriculum while building relationships that help developing readers succeed.

High-Dosage Tutoring in Action at The PATH School

When our team visited The PATH School in Indianapolis this spring, we saw firsthand how virtual tutoring transforms early literacy learning. Here's what stood out:

"During our visit, we had the opportunity to observe literacy tutoring in both kindergarten and first-grade classrooms. It was inspiring to witness the strong, trusting relationships students have developed with their tutors over the course of the school year. The level of focus and engagement from the students was remarkable—they were so immersed in their learning that they barely noticed the ten adults observing in the room.”
—Vince Gay, Managing Director of New Partner Development | OnYourMark

“School leadership specifically commended our program's exceptional communication and partnership approach. They particularly valued our consistent check-in meetings and data-driven discussions about student growth outcomes, noting how these practices have created a meaningful and effective educational collaboration. “
—Jamie Thomas, Senior Director of Program | OnYourMark

“Partnering with OnYourMark has been transformative for our young people. Their virtual tutoring program isn’t just another intervention—it’s a targeted, Science of Reading-aligned solution that meets our scholars where they are. In just one semester, we’ve more than doubled the number of scholars at or above grade-level literacy benchmarks. For Indiana schools navigating SB 1 and the push for evidence-based literacy, OnYourMark is a game-changer.”

—Alicia Hervey, Founder and Executive Director, The PATH School

"OnYourMark is very strategic about activities to build relationships. And, it was so quick too! I was just amazed at how quickly the kids really connected to the tutors. You might think that it is harder to connect virtually, but for OnYourMark, it's not. They're just so mindful of the engagement and the relationships with students."

“We did a randomized controlled trial with OnYourMark and saw significant growth. For [other literacy programs], we did not get the best measurements for what we wanted to get out of it. And so OnYourMark is probably the single unqualified success of all of our tutoring programs.

"We had so many kids moving up different levels because now they’re able to sound out the words, they’re able to read the words… Again and that's why we’re using OnYourMark with our K-2 students: because of the quick turnarounds and the quick wins that you see.”
