The State of Reading in Indiana

Indiana’s 4th-grade reading scores on the National Assessment of Educational Progress (NAEP) show promising growth, with 2024 scores significantly higher than the national average. While this progress reflects the state’s commitment to literacy, there is still work to be done to ensure all students reach their full potential. As one of the most effective literacy interventions for struggling readers, high-dosage tutoring can play a key role in sustaining and accelerating this momentum.

To that end, the Indiana Department of Education (IDOE) and Secretary of Education, Dr. Katie Jenner, have established educational initiatives, including a statewide tutoring grant program for eligible families, to ensure 95% of 3rd-grade students in Indiana can read by 2027. Key Policies and Funding Sources for High-Dosage Tutoring in Indiana

Indiana’s policies prioritize high-dosage tutoring, summer school learning, and other remediation efforts to improve literacy outcomes for struggling students. 

Indiana Learns

  • Outlined in HEA 1251 (2022), Indiana Learns is an enrichment grant program designed to address pandemic-related learning loss
  • In partnership with The Mind Trust, IDOE offers $1,000 per eligible student to access math and reading tutoring from an approved Learning Partner, an organization or school that:
    • Provides services outside of Tier 1 math and ELA instruction
    • Utilizes highly qualified tutors as defined by the IDOE
    • Maintains a 4:1 tutor-to-student ratio
    • Provides a minimum dosage of 60 min/week
    • Employs licensed or retired teachers as the service supervisor
  • The program was expanded in 2023 to include tutoring during the school day (e.g., during lunch or any instructional period except reading or math)

House Bill 1558 (2023)

  • Requires schools to adopt Science of Reading-aligned curricula or supplemental materials
  • Requires the Indiana State Board of Education (ISBOE) to establish and require literacy endorsements for certain educators

Senate Bill 1 (2024)

  • Requires certain schools to offer summer school courses for students who are not reading proficient
  • Requires the retention of third-graders not passing evaluation as part of their reading deficiency remediation plans

Along with the Indy Summer Learning Labs program, the Indiana Learns program is a state program that could be funded in the upcoming budget. 

IDOE and Secretary of Education Katie Jenner have indicated that they intend to evaluate the academic impact of Indiana Learns ahead of any budgetary asks to the General Assembly and make a case for these programs based on student growth data.
